Background information:

In 1969, Washington Governor Dan Evans signed the Intermediate School District Act. This new system of 14 Intermediate School Districts replaced the state’s 39 county offices to provide more productive uses of funds, increased educational leadership, and expanded services to school districts. This regionally based system officially began operations in July 1969, and the ISDs were renamed as “Educational Service Districts” in 1975.
